 Yeah, I think this is something we should explore as a UI. I actually see
 it more like different "steps" on different "screens", something like
 completing a survey:

 This way the Privacy Policy Guide will be "less cluttered" and perhaps
 less scary/tedious looking. However this doesn't mean we will
 automatically insert all of the data/info under each heading. This should
 remain a "guide" or "tutorial" on making the policy, it can never create a
 policy by itself.

 Ultimately it is @melchoyce's decision if we are going to go that way.
