Comment:

 r43211 introduces email notifications, which I think satisfies the most
 urgent need. That needs to be backported to 4.9.

 The idea of adding upgrade-style bubbles can be explored for a future
 release. I think @desrosj makes some good points about needing design
 feedback, though.
