 Am I understanding the flow correctly?

 The user’s Install page would need to survey every plugin listed on the
 page and query the API to get the requires data from readme.txt. Then it
 would have to check the user’s PHP version, and add the custom labels,
 buttons, etc.

 Wouldn’t some sort of data return from the API that builds the page be
 needed?
