Comment (by postphotos):

I agree with @azaozz - a cool "Please edit this!" button that requires an
admin to OK the text, at least on the first time they see this, would be
 good.

I think of the clever interference modal when editing a theme or plugin:
 > Heads up!
 > You appear to be making direct edits to your theme in the WordPress
dashboard. We recommend that you don’t!
(I think this was @melchoyce's work too?)

 Something that reads like
 > Heads up!
 > This Privacy Policy is a very important part of your website. We believe
you should do X, Y and Z. We've got sample text for you to use (as do
these plugins A, B + C) but it is your responsibility to understand your
site. You should further adding details about your site's specific
customizations (whether that be advertising, analytics, plugins or
 cookies) should be done.

Something that reads clear enough for an end user, but formal and
inclusive enough that @webdevlaw would like it.

I see it as a modal and prompting admins to do a bit of reading, including
a "remind me about this later" bit. In reality, this release might be the
first time that many people hear about GDPR, and giving some context
 should help those confused.

Let me know if there's anything I can do to help with this.
