 I'm a big fan of a notifications area to reduce noise in the admin (I
 think there was even talk of adding this in the admin bar redesign
 discussions if I remember correctly).

 I will note though, there may still be use cases for admin notices, so
 just filtering those over into a new area isn't a good solution, they will
 have to co-exist.

 First example that comes to mind: A new WordPress version is available,
 this is a notification, but "This plugin encountered an error and was
 deactivated" (from our own sandboxing during activation) can't be hidden
 away in a notification. It should be an admin notice as it is now or else
 the discovery of that critical information may go unnoticed for a while.
