 The {{{login.css}}} ({{{login-rtl.css}}}) imports {{{forms.css}}} and
 {{{i10n.css}}} ({{{forms-rtl.css}}} and {{{i10n-rtl.css}}}) and also has
 them as dependencies.

 I think this should be unified and propose removing the import statements.
