 I like the idea of at least having plugins declare any privacy concerns in
 their readme.txt - we have just started assembling / discussing guidelines
 for plugins in the gdpr-compliance org slack channel this morning - having
 plugins include privacy concerns in their readme.txt would be a good
 addition to those guidelines

 Yes definitely - short of programmatically emitting translated policy
 text, at the minimum we could surface plugins readme.txt details in such a
 settings page
