 Most of the plugins in the repo (there are ~60 000 of them!) don't have
 anything to do with collecting or storing any type of user data. Not sure
 it is a good idea to have a "compulsory section" that will be empty most
 of the time. On the other hand it would be nice to indicate when a plugin
 doesn't "touch" anything related to user privacy.

 In any case this should be on the [https://meta.trac.wordpress.org/ meta
 trac]. Once a decision how to proceed is made we can incorporate any parts
 that should be in core.
