 Welcome to Trac and thanks for the ticket!

 I don't think your issue is related to WordPress core. From what you said
 above, it looks more like a problem with your hosting provider or server
 configuration. Permission issues are typically related to servers.

 I would suggest you to contact your server support team for a solution. A
 large amount of WordPress sites have already been upgraded to 4.9.6 even I
 did it without any issue.
