Comment:

 One scenario I came across that has not been discussed here. If a user
 data request is initiated and the administrator clicks the "Download
 Personal Data" link, the file shown by @garrett-eclipse originally above
 is generated. Thinking that should be changed to not generate a file and
 display a notice to the user.

 Also, punting because 4.9.8 RC has been released.
