Comment:

 @dlh This needs to be included in 4.9.3 now because, if I'm not mistaken,
 the change in #42975 will mean the lock will get lost when a user is
 sitting in the Customizer but doesn't make any changes. If they make a
 change, the autosave will cause the lock to be regained, but heartbeat
 won't be maintaining their lock otherwise. Right?
