Comment:

 Per last years #39433 the copyright year should be bumped and backported
 for all branches to 3.7:

 >> Since the phpunit test has been around since 3.9, and we run Travis on
 all branches (previously it was 4.2+) and there'll be another security
 release at some point, I'm backporting this all the way down to 3.7 in
 prep for those releases.
