 Few things:
 1. "privacy notice" sounds quite undefined. Don't think we should use this
 term. See #43875.
 2. We are not adding that screen only so users can comply with one law in
one area. We should avoid mentioning GDPR or Europe or anything similar :)
 3. There's no "personal data tool". It's "Export Personal Data" screen
that contains few things. It is also a completely different screen.

 Also:
 > If your website collects or processes personal data...

As long as visitor IPs are considered personal data, all sites collect
"personal data" in the server logs. The above doesn't make sense?

So, the text after applying some of the suggested changes will become:

 {{{
The first step towards privacy laws compliance is to have a comprehensive
 Privacy
Policy. If you already have a Privacy Policy page, please select it below.
 If not, create one.

The new page will include headings and suggestions for your privacy
 policy. However, it is
your responsibility to use those resources correctly, to provide the
 information that your
privacy policy requires, and to keep that information current and
 accurate.

After your Privacy Policy page is set, we suggest that you edit it. On the
 edit page screen
you will find additional privacy information added by your plugins. We
 would also suggest
reviewing your privacy policy from time to time, after a WordPress or a
 plugin update. There
may be changes or new suggested information for you to consider adding to
 your policy.
