 I think it'd be helpful to have a filter in `get_privacy_policy_url()`. My
 use case is that some Multisite networks would like to set a single policy
 for all sites, rather than having to manually create them per site or
 allowing individual site admins to modify it.

 On a Multisite network like WordCamp.org, that's much more practical than
 manually creating hundreds of pages, and it allows us to ensure that all
 sites in the network have a consistent and GDPR-compliant policy.

 [attachment:43620-url-filter.diff] is a first pass at that. Does anyone
 have any feedback on it?
