 Thanks for your input @idea15 !

 For `1` even the quotation you added is more than enough I guess as well.
 And imho even everyday users have to be informed about which Open Source
 license we are under even as a reminder, there are plenty out there with
 different scopes etc so a reminder of GPLv2+ is a good thing as some might
 get more educated as we're explaining to them what PHP is and why they
 need an update etc.

 For `2` WordPress installation has nothing to do with 'installing wp.org'
 the privacy on https://wordpress.org/about/privacy/ is about you visiting
 wp.org as a user/website relationship and has nothing to do with WordPress
 as a software.

 WordPress privacy policy during installation should be between `1 + 3` as
 the communicating data for the updates and such concern the admins/devs
 that are doing the setup usually. But even if #43492 is still open ( I'm
 not sure it will close in time for the release) I still think the first
 release should have a notice no matter if that's resolved fully or not.

 To make a start then even this would be more than enough imho. I'd be
 happy to see it as a user/dev/admin if I was about to make my 1st ever
 WordPress installation:
