 ...and I had been wondering how this works in a (multinetwork) multisite -
 does 'Remove Personal Data' from one subsite effect only that subsite?

 If clicking this at any one network subsite will effect whole WP then,
 well, then imo there should be an extra strong warning if user exists at
 more than one subsite|network... maybe list the various sites?
