 Agree with ocean90. Put the effort into a "all-in-one" plugin. Have a one-
 click install from a core page, that transforms into a real health check
 page once installed.

 The core page should just check that plugins can be installed. If not,
 explain why and a way to rectify. Otherwise, just show the install button.

 Because core should just do core things, useful for most users.
 A plugin can be updated more frequently, even during a support session, a
 few hours or a day.
