 At first I was thinking that they'd be in some new kind of meta panel that
 is not part of the `panel` or `section` API, but now that I think about
 that more maybe not. It could be a regular section that is unique in that
 it doesn't have a normal menu item that you click on like the other items.
 It could instead be triggered to expand via a button in the header area.
 It could also perhaps slide in from the left in the same way that the
 Themes section does.
