 oEmbed support for Vine.co should be removed for the following reasons:

 * Vine effectively shut down in December 2016, although it does still
 exist in a read-only state ([https://medium.com/@vine/vine-update-
 59426a5adfab ref]).
 * The oEmbed endpoint no longer works and returns a 404
 ([https://vine.co/oembed.json?maxwidth=500&maxheight=500&url=http%3A%2F%2Fvine.co%2Fv%2FOjiLun5LuQ6&format=json
 ref]).
 * Developer documentation for Vine has been removed
 ([https://dev.twitter.com/web/vine/oembed ref]).

 Support was introduced three short years ago in #30426.
