Comment (by adamsilverstein):

 [attachment:41870.10.diff] externalizes the linters and restores their
 enqueue logic in src/wp-includes/general-template.php. This leaves
 codemirror as being built, and the customizer working... going to look at
 building the linters as well via webpack directly.
