 @tellyworth I don't think we should include a feature if none of the core
 themes utilize it. Why do you think the Twenty Seventeen change isn't
 warranted?

 Looking at this, it seems perhaps a theme mod should be used instead of
 option, but it's a tough call. Is this a setting that should persist with
 users when they switch themes? We don't do this for Custom Logo, though in
 the case of the logo a reason for this is that themes define different
 sizes. There wouldn't be, in theory, a difference from theme to theme for
 the title/tagline toggles.
