 I am the developer of MailOptin (https://wordpress.org/plugins/mailoptin/)
 plugin which uses the customizer to build optin forms. User's have grown
 accustomed to "Save Changes".

 Anyways I was able to rename it back to "Save Changes" using gettext
 filter.

 Close the ticket if adding a filter doesn't make much sense.
