Comment:

 I'm not ready to close this out yet for 4.9 because I'd still like to
 iterate on alternative storage methods and potentially investigate
 extending this solution to other crop controls in the customizer (e.g.,
 custom logo, site icon, etc.). However, [41732] is already a nice UX
 improvement over what we currently have.
