Comment (by westonruter):

 [attachment:42411.0.diff] also removes the `WP_Customize_Manager` arg from
 the `customize_changeset_branching` filter so that it can be used outside
 the context of the Customizer.

 Also need to determine if we need to update `customize.php` to block
 loading of Customizer if requested theme is not active.

 The query params used in the `get_posts()` calls can probably be cleaned
 up.
