 The proposal that I mentioned previously to re-use the menus API has been
 fully implemented for the Twenty Seventeen theme in the Dynamic Seventeen
 child theme: https://wordpress.org/themes/dynamic-seventeen/.

 My broader thoughts on this subject are here:

 pages-with-wordpress/. It would be valuable to explore both that approach
 and the latest patches here with parallel user testing, etc. There are
 several menus tickets that would make that approach more viable for
 usability while also improving things like social menus (#38957, #38956,
 #18584). Dynamic content blocks could also accomplish similar results
 within the context of a single page's content, or via some other global
 block-based API. Again, this points to encouraging simpler solutions in
 the meantime rather than building an entirely new feature that could
 become obsolete.
