 Themes should be managed within the customizer because they are the most
 fundamental aspect of a site's appearance. Plugins are much less likely to
 be so prominently relevant that it makes sense to install them from the
 customizer. Is the preview useful for installing/managing plugins?

 I'd think that this is lowest priority and potentially not something we
 should consider at all unless we're looking to eliminate a separate
 administration interface entirely.
