 Also running into this issue. @nicholas_io filter aboves works for me.
 Basically my Wordpress site has a CDN in front that does the SSL offload
 and talks to my backend Wordpress server over plain HTTP. Even though all
 links are properly returned as https:// from Wordpress, the link from
 rest_url() were returned non-https.
