 I've made some adjustments in [attachment:customizer-widget-presets-
 i3_combined.png] based on feedback:

 1. Went with the `accordion` version as a base.
 2. Moved the search back to the top of the accordions, rather than inside.
 3. Moved inactive widgets to the bottom of the list.
 4. Removed the ability to move an active widget into the inactive
 accordion. Let's explore this in the future, but leave it out of this
 version for simplicity's sake.

 I'm a little worried about the discoverability of having inactive widgets
 at the bottom of the list. Most people won't have a monitor tall enough to
 display all of the widgets, so inactive will be totally hidden for them.
 They likely won't know the inactive widgets are there, which is
 frustrating if you switch a theme, your widgets are gone, and then they're
 not in plain site when you go to your widgets panel. I think we should put
 the accordion at the top, and close it automatically if you have more than
 five inactive widgets.
