 Hi,

 I run into an "jQuery is not defined" issue with Twenty Seventeen when I
 try to re-queue jQuery into footer, because ''/assets/js/navigation.js''
 is enqueued without jQuery as dependency.

 Fix is simple, I've attached a patch.
