 For me, this is starting to drift to where the benefits of the current
 menus model suggest that we should really create widget groups in a way
 that aligns with menu locations and uses a proper post object structure
 for data storage. In that model, groups of widgets can be active or
 inactive depending on what area(s) they're shown in, and deleting them
 actually removes them instead of having a random pile of "inactive"
 widgets floating around.

 I'm interested to see how the accordion approach tests, though. That would
 be my second choice on approach to try here. I will point out that the
 delete icon styling should match the menu item bulk-delete mode (larger,
 centered, and red).
