 `get_the_archive_description()` gets a description for author and term-
 based archives (if one is available) but doesn't get a description for
 date archives.

 In contrast, `get_the_archive_title()` will get a title for everything
 that's an archive.

 `get_the_archive_description()` could benefit from an enhancement.
