presenting this to everybody within the admin panel, the core devs are
going to be very hesitant to do that.

Excellent points. Thanks for voicing the head devs. It's easy to forget
the incredible responsibility of running the largest CMS in the world. I
am always trying to push things forward, but I also work in IT. Don't want
 to be the next AWS!

Clearly I didn't fully consider the mass hysteria that could result. What
you' said got me thinking in a different direction entirely. Mainly, what
is the absolute smallest educational step that can be made that still goes
a long way to moving a plan forward?

We talk about tech a first as devs but one of the best places to start
testing out the message and it's efficiency is at WordCamps and meetups. A
lot of users go and they're already highly engaged. I know the medium is
different than web, but it has a lot of appeal, not least of which is that
it engages the community directly. Perhaps it could be an early foray into
a broader strategy where user input is directly requested/received.

A talk like "How to not get hacked" with a few topics, especially
upgrading PHP, and time for discussion, could help shed light on the
greater strategy. Even if it takes a while to finalize a plan that takes
still longer, I think a lot of us would be happy to finally see some
 headway.
