I'll use a sweeping generalization here: every other open source project
does this. And it's ok. Declaring EOL is a natural, healthy part of
 releasing software.

 > and the project would be left with a security fix back-compat nightmare
which is worse than it is now (security fixes are currently backported to
3.7 when appropriate and it's becoming more difficult with every new
 release).

Just like PHP has an EOL, WordPress can do the same. It's up to the user
to keep their software up to date. Software is like food: if it sits for
too long, it goes bad. The burden of responsibility lies on the user to
clean out their fridge, not WordPress.
