 @dwrippe this suggestion was discussed prior to the 4.8 release. See long

 However, ultimately it was weighed that the Text widget should be updated
 to align with the post editor, and that a new dedicated widget should be
 introduced for allowing a user to add arbitrary allowed HTML (#40907).
