 The "Other comment settings" section can be found under Settings >
 Discussion.

 Steps to reproduce:

 1. Break comments into pages with '''3''' top level comments per page and
 the '''last''' page displayed by default. Comments should be displayed
 with the '''newer''' comments at the top of each page
 2. Go to a post which already has more than, say, 10 comments
 3. Navigate to the previous comments using the comment pagination

 If you now look at the URL, it won't be "comment-page-2". Depending on the
 number of comments the post you're looking at has, it will read something
 like "comment-page-4" or "comment-page-7".

 This doesn't feel right to me. This should be comment page "2".
