 As @jeremyfelt noted in
 [https://core.trac.wordpress.org/ticket/39419#comment:3 #39419] and
 [https://core.trac.wordpress.org/ticket/34217#comment:3 #34217], there are
 two globals used in ms-settings.php that are no longer used anywhere else
 by core, `$site_id` and `$public`.

 Can we explore removing these?
