 https://core.trac.wordpress.org/ticket/40951#comment:103

 In short: You can see in #40951 that we're looking at using a pointer or
 some kind of notification that alerts users of the existence of the Custom
 HTML widget. A pointer like that could also be shown when someone tries
 pasting HTML into TinyMCE.
