Comment:

 Better way treat all widgets as post type
 and all other stuff as post meta fields
 Supporting Revisions, Template files and all good features of post types.

 so that they will work out of the box supporting plugins like ACF for
 create widgets on the fly.

 Current Widget UI can be used to build only the order and choose widgets
 for particular sidebars. This will help developer add awesome new features
 easily
