 What happened to [comment:26]? Those seem like better approaches if the
 widgets are going to be individual (showing them as separate instances or
 in a separate section, rather than a dropdown).

 If we do any grouping, I would definitely push for actual widget groups,
 whether there's a comprehensive UI for it or entire groups can be
 moved/merged into a current theme's sidebar at once. Any other grouping
 approach could add complexity without improving usability and flexibility
 in the way that menus-style grouping can.
