 I would worry that for each time that the inactive widget group can be
 quickly re-located to the new sidebar location, there are probably an
 equal number of times when the grouping that worked on one theme needs to
 be redistributed in a different fashion in a different theme. For example,
 a stack of four widgets may look great in the sidebar of theme A, but on
 theme B, where there is no sidebar, and 3 footer spaces, that single stack
 will need to be re-distributed.

 I like the way in which the patch organizes those pre-configured widgets
 under the type of widget they are, which is an improvement over the
 "inactive widget" bucket that currently exists under Appearance/Widgets.
