 I think this is worth reviving. Not only is it mentioned in the 4.9 goals,
 I think there is some simple UI to figure out to get this in a state where
 it's easier to manage.

 My opinion is that you:
 - Choose the custom front-page option
 - Select the page from the dropdown
 - Enter a slug/permalink of the blog page

 So the front-page (home) is a real page, but the blog isn't real and if a
 page already exists with that permalink/slug then it simply overwrites
 it/uses it for the blog page. It seems the most logical approach, no?
