 If @helen is okay with exploring an initial core implementation that does
 not rewrite the admin ''menu'' API, then then next step would be for
 someone to clean up the CSS in the plugin and start encouraging testing
 and user testing for feedback. It could likely use additional work to
 ensure that the multisite experience is improved.

 Key question: are we okay with iterative improvements to work toward an
 idealized eventual solution, or do we want to tackle everything (content,
 appearance, interaction, multisite, API, etc.) at once? My preference is
 to focus on the ''content'' as outlined in [attachment:wpadmin-bar-
 concept-i10.png] first and then continue making iterative improvements to
 other aspects.
