 Thanks for update.

 I tested and what I can say it works better that it was before when after
 a theme switch all widgets move to Inactive Widgets sidebar.

 Does it mean we can get rid out of it? I have a ticket for this too and it
 was closed again by '''westonruter''' in #40219 .
