 Nope, this is about widgets in the Customizer. Sorry for the confusion.

 I don't think so, because we wouldn't actually be indicating that saving
 is happening — it's just a label change to make folks feel like they're
 done editing their widgets for the time, since the Customizer doesn't
 actually have a "save." It's close, but not totally the same thing.

 It is, but I don't think that's a problem. However, we could try testing
 removing it entirely and see how folks handle that.
