 That's a good point that many of those objects would be instantiated
 without any benefit.

 So I'm not heavily against the simple constant approach, however I think
 in the original discussion where this ticket came up there were some
 concerns expressed over a simple value-based solution like we have now. I
 can't quite remember what it was, maybe someone else does. It was probably
 nitpicking, since a constant-based solution with a really truly 99.999999%
 unique value should be solid enough for this. What do other people think?
