 Howdy!

 That error message usually means something in failing on your server,
 particularly with cURL, but not with WordPress itself.

 Could you post a message in https://wordpress.org/support/ with as much
 detail as possible (where is that error seen, your webhost's response on
 if they allow outbound connections from your site, etc)?
