 The 3.9 branch added this in [27267], backporting this change to the 3.8
 branch will add some basic JS checks for Travis CI builds for the 3.8
 branch

 Notes: In 3.8 `jshint` was only over run as part of the `precommit` task,
 never part of the `test` or `build` tasks.
