 To me it seems like option 2 implements the show/hide idea quite well. The
 accordion of inactive sidebars would actually have some parity with what
 is proposed in #27404 for adding inactive widgets to the available widgets
 panel.

 Option 2 would require some creative styling for the inactive sidebar
 sections, but I think it's doable if it provides the best UX.
