 For those that have not heard about it, the Yoast SEO plugin is currently
 doing an experiment with asking their users to upgrade to a newer version
 of PHP.

 This is a useful experiment because the plugin has a large user base, and
 it should test the theory of how well an update nag relating to PHP would
 be received. So far, it appears that most users are responding positively,
 and are thankful that their sites are now faster and more secure after
 updating.

 At some point, I expect that Yoast and the plugin directory team will do a
 postmortem to see how well things worked out, and we'll be able to use
 that knowledge to inform a decision about whether a notice might work in
 core.

 My own off-hand observation is that circumstances favor a notice today
 more than they did in the past. I think more users are probably more
 technically savvy and lest tentative about this, even if they don't know
 what PHP is. Most importantly, most users also now have some control over
 what PHP version their site is running on, many of them just don't know
 it. And finally, the benefits of updating can sometimes be immediately
 obvious (a site can decrease load time by half in some cases, while at
 other times of course there may be little difference if caching is used).
 So I know that the powers that be are taking note, and perhaps will
 reconsider the PHP-update-notice moratorium.
