 It looks like the only issue on IE<11 is there is a horizontal scrollbar
 at the bottom of the section. I don't think this is necessarily a problem.
 Also, I see that in all versions of IE that the “Hide Controls” button is
 hidden, but that this isn't a regression introduced in the patch, but
 rather was introduced in r39214 for #38762 as noted in [comment:66].
